Added CBM Rules on Bill edit form

Added ability to take into account CBM rules on the Bill edit form.

For this ability on the Bill edit form were implemented the following changes:

Qty Per Carton/Num.of Cartons/CBM on the Bill

• Qty Per Carton/Num.of Cartons/CBM columns are added to the Bill edit form
• logic is the same as on SLT
• If Bill created from the scratch
  • it is possible to select rule
  • qty per carton/CBM taken from the rule
• If Bill is created from IR
  • rules by default are taken from the IR
  • qty per carton/CBM taken from the rule
• If Bill is created from SLT
  • rules by default are taken from the SLT
  • qty per carton/CBM  taken from the rule

Landed cost form

• if was selected Bill item in the right section then CBM is taken from Bill
