Added ability to enter Qty per case based on given interval on Ship order edit form

For assigning qty per cases based on a given interval, to the Case allocation panel on SHO were added the following elements:

•  From
• To
• Qty

Assign button behavior

• disable if at least one of the field is empty: from/To/Qty
• after clicking on the button:
  • the entered qty should be applied to all cases in the From/To interval
  • if interval wasn’t valid then after clicking on the button nothing should be applied
