Rate change process on SO edit form

Added ability to change Rate in processed SO with options.

After changing the Rate in processed SO new message should appear. New message contains:

• Text: “What Price level do you want to update?”
• Options:
  • Price level A
  • Price level B
  • Price level C
  • Custom Price

After clicking on the button, the selected Price level will be updated
