The ability to create TO Request for Service / Non-Inventory Items

In the Item list, Create Requests in the Item drop-down aren’t displayed Service/Non-Inventory -> the user hasn’t the ability to create TO Request.

If Service/Non-Inventory was selected -> isn’t possible to select the “Create TO Request” action.
