Notes tooltip for Purchase Order

Purchase Order edit form:

• Vendor right bucket:
  • “Note” tooltip:
    • is readonly;
    • isn’t editable;
    • was added next to the Summary block;
    • after pointing -> the tooltip with full Notes is displayed;
    • are displayed Vendor Notes from the Vendor edit form.
