“Reason” textarea on the “Close Quote Request” panel

Quote Requests list form -> “Close Quote Request” panel:

• “Reason” textarea was made not required:
  • if the texarea is empty and the user clicked on the “Save / Close / Close & Create Bill” buttons -> the validation isn’t displayed.
